This is a good quality solid sterling silver serving or table spoon.
Assayed in Exeter 1811, the spoon is clearly hallmarked on the reverse of the handle, with the maker's mark of William Welch II. The Exeter Assay Office closed in 1883, so items bearing the Exeter mark are becoming harder to find as time moves on.
