1895 Hallmarked Silver 'CE' or 'EC' Initial Brooch Necklace

Here we have a lovely piece of silver assayed in Birmingham in 1895 by Samuel Usher, with little evidence to understand for whom it was made. After some faily unproductive research, it remains unclear, so if anybody can assist or offer us further information, they would be very welcome. We would also welcome prospective buyers who are looking for a beautiful little present...probably with a name having a connection to 'CE' or 'EC'. Currently this glorious little gift is hanging on a more modern narrow silver box chain, but also has a secure pin and latch for use as a brooch/badge/pin.
